GETTING STARTED


Since 1999, the state of Maryland has implemented the Rookie Driver Graduated Licensing System (GLS). The Rookie Driver Program consists of 3 levels-learner's permit, provisional license, and full driver's license-designed to help new drivers gain the experience and maturity needed for safe driving. Significant changes to the GLS were adopted in 2005. Below are some highlights of Maryland's Rookie Driver Program. 

Along the way to a full driver's license, your teen will need to. . .

  1. Obtain a learners permit
  2. Attend a drivers education course which includes 30 classroom hours and 6 hours of behind-the-wheel instruction.
  3. Log a minimum of 60 hours of supervised driving, 10 of which must be at night
  4. Hold a permit for a minimum of six (6) months
  5. Pass a road test at the MVA
  6. Obtain a provisional license
  7. Hold a provisional license for 18 months with no moving violations
Parents should know the following information:
Learner's Permit
  • Minimum age: 15 years, 9 months
  • Parent or guardian must co-sign applications for minors
  • Minors may have license suspended if co-signer submits a written request to the MVA
  • Must pass written law test (refer to the Maryland Driver's Handbook available at your local MVA)
  • Good for one year
  • Must be citation-free for a minimum of 6 months prior to taking the driving test
  • 6 month period will restart if moving violations are incurred
  • Cost is $45
  • Must enroll in an approved Driver's Education Program (Visit the MVA website for a list of driving schools by county licensed by the MVA)
  • An adult who has held a license for at least 3 years must accompany teen driver at all times Supervising adult should begin filling out practice log.
Provisional License
  • Minimum age: 16 years, 3 months
  • Must successfully complete Driver's Education Program
  • Supervising adult must submit completed and signed practice log reflecting at least 60 hours of supervised driving, 10 of which must be at night
  • Must be citation-free for a minimum of 18 months
  • If convicted of a moving violation or violation of provisional restrictions, 18 month period will restart
  • Moving violations will require completion of remedial driver education classes and/or license suspension or revocation
  • Must pass a driving test
  • Unsupervised driving must occur between 5am and midnight.
  • Provisional drivers under the age of 18 may not use a cell phone or other wireless device while operating a motor vehicle
  • Provisional drivers under the age of 18 may not carry passengers under the age of 18, except family members, for the first 5 months of licensure
